Warehouse Improvement Through Smarter Project Management

In this episode of The New Warehouse Podcast, Kevin chats with Paul Lukehart, Managing Principal of PL Programs, a consultancy specializing in warehouse startup project management and operational improvement. Paul draws from his background in the military, as well as his experience at Target, Amazon, and XPO Logistics.

He shares how his hands-on experience shaped his approach to warehouse improvement—especially when launching new facilities, integrating technology, or navigating complex site moves. From startup lessons to leadership insights, Paul offers a grounded perspective on what it takes to make warehouse operations run more efficiently.

Building a Foundation in Warehouse Operations

Paul’s career began in the military, where he learned how to lead teams and manage complex operations under pressure. That foundation carried into his first warehouse role at Target and later at Amazon, where he was introduced to lean thinking and process discipline. “You still have to know how to manage people… how to set up your processes and the steps that a package has to go through from receiving through pick, pack, and ship,” he said.

Those fundamentals, he believes, remain unchanged even as automation reshapes modern operations and supply chain transformation. Paul emphasized that while technology continues to advance, the real differentiator in warehouse improvement remains people who understand the process and its purpose.

The Power of Planning in Warehouse Startup Project Management

When it comes to standing up or moving a facility, Paul says the biggest factor in success isn’t technology—it’s planning. “You have to nail the actual process design… do some trial runs, check your results, and make sure you’re doing it correctly,” he explained. From site startups to relocations, PL Programs helps clients prototype processes before scaling them across teams.

Paul emphasized that effective warehouse startup project management relies on clear roles, open communication, and alignment with stakeholders. Missing a single step in the project plan, whether it’s an IT integration or an inventory control detail, can derail timelines and inflate costs. His advice? Treat every move like a program, not a project, and ensure you engage all departments early on.

Adapting Leadership for a More Automated Future

As automation continues to evolve, so do the skills leaders need to manage it. Paul noted that tomorrow’s warehouse managers must be systems thinkers as much as people leaders. “Every ops manager is going to be, at least in some respects, a software engineer and designer,” he said. Rather than simply reacting to problems, leaders will need to anticipate them through better process design and root cause analysis.

The future of warehouse improvement, he believes, won’t just be about adding technology—it will hinge on how leaders integrate systems, solve problems collaboratively, and prepare teams for more analytical roles. For Paul, that mindset shift is the next frontier in operational excellence.
